Yes, you can see him throughout all of the Half Life games, except for Ep 1 I think. I have definitely seen him in Ep 2 walking along the bridge that collapses.

As was previously stated - valve have said Gman isn't Gordon.

I beat HL2 just after i got my orange suite.
Was in the teleporter and when it went all funny, you flashed into that blokes office, well i had all my weapons and shot him in the face lol, got stuck at that bit and had to reload the last check point...quite amusing.
