Undervolting is bringing up my temps in almost all situations and I am unsure what is going on.

i7-9750h 2.60Ghz up to 4.50Ghz
16GB Ram
RTX 2660
No change in ambient. Have gone back and forth between stock and -1.50v for the past few hours and consistently get higher temps on idle, stress test, and gaming.
Here are my latest findings.
These are all package temps
Stock

Idle
Around 45c for about 15 minutes, it then jumped up to close to around 48c for a few minutes before dropping down to 40-43c for several minutes. It then went back to around 45c. This was package temp , many of the cores are around 43c
Stress Test
AIDA64 + Heaven - Performance Mode - Began at 90-95c. Jumped around 94-96c for a few minutes before dropping to mid/high 80's (Around 88c) Starting to hit 90c at the 6 minute mark. Only throttled at the beginning before the fans were in full force. At around 16 minutes temps are reaching 91-94 degrees. It begins to throttle, but ever so slightly, like an occasional 3%. Cores around 3500-3600 Began to throttle consistently at the 24 minute mark as temps are around 93-95c
GPU - 74 at end of test
The end of the stress test for both -155.0 and stock were very similar, but build up under stock was much cooler and slower on stock
Cinebench - Around 86-87c after fans kicked in. Test result - 2858
Prime 95 Blend - Short test. High 70's
Gaming
Metro Exodus - Ultra - Ray Tracing - 65c

Around 46c. Jumps to 48c more frequently than on stock.
Stress Test
AIDA64 + Heaven - Performance Mode - Began at 90-95c. Did see 97c briefely after 6 minutes where the temps mostly stuck around mid 90's (93-95) Maintained these temps for 25 minutes. Likely due to throttling which was mostly around 22-24%. Cores at 3500-3999Mhz
GPU - 78 at end of test
Cinebench - Around 88c after fans kicked in. Test result - 3154
Prime 95 Blend - Short test. Low 80's
Gaming
Metro Exodus - Ultra - Ray Tracing - 75c
