What are CAS Timings?

Hi all, have been tinkering with my first build parts list for a while now.
Been looking at DDR4 2400MHz sticks and thought this would look nice in my build

These have "CAS 16-16-16 Timings"
I was also looking at these sticks
https://www.overclockers.co.uk/king...annel-kit-black-hx424c12sbk2-8-my-233-ks.html
But noticed they have "CAS 12-14-14-28 Timings"
Do these timings have an effect on speed, and is higher better?

Its the latency time between the memory controller and the memory module, the lower the cas the better.
