It's all down to how far away you are from the exchange, the further away the slower your line. As for being upgraded check samknows.com for info on when your exchange is due an upgrade to 21CN or anything else.

I can currently only get a max of 1mb whereas, just 300 yards down the road can get 2mb.

I had a lowly 2.5Mb then for the first time in ages went to use the landline (normally just use my mobile) and noticed crackling on the line, called the fault out to BT who eventually fixed the issue (replacing 3 parts of the cable that goes from the green road side box back to the exchange) and I was then up to 4.5Mb, have recently acquired a Cisco 1821 and am now up to 6Mb!! - So check with your neighbours if they are getting higher maybe try a different router or check your landline is working ok :)

You can ask BT to re-run your line etc but the chances of it actually happening are low to nil unless you can demonstrate a fault on it. IF you want faster then your best bet is to look at other network providers with presence in the area, which will almost certainly mean going cable. ADSL is a postcode lottery to some extent, cable is often better if you are distant from your excahange. Contact some providers and ask for a site survey.
