Drive through Southam everyday, and there are two of these in the building site just before the Shell garage

They are boundary alarms/sensors, common on building sites. https://pid-systems.co.uk/

Nothing to do with cars.

Yep they're basically laser sensor alarm systems that you can setup boundaries with anywhere, and it sends messages to the user to notify them of movement. Usually have cameras on them as well.

Like most things they're a box ticking exercise. Keeping plant onsite without these means $$$ insurance costs especially if it's hired.
