Lol it should certainly help the situation somewhat with the much lower powered CPUs in many laptops. That is one of the most important features of DX12 (greatly reducing CPU overhead). Improvements in scaling should naturally benefit from this too, depending on how much a bottleneck your CPU is on DX11.
