as the title says its for my bro he originally went for an evga 570 but got 2 bad cards in a row (i know pretty unbelieavbable) but we swapped em into my rig and exactly the same distorted right fron the boot screen before any drivers were even loaded
 
If the screen is distorted (not sure what you mean by this) have you tried installing drivers, without them the screen is probably trying to run at windows basic res of 640 whatever as opposed to your monitors native res which would cause the distortion, Id think
