What cooler is this??

Just browsing the bay and came across a strange silent cpu cooling setup,

Anybody shed some light to what it is?

I can safely say, its not the stock cooler.

Looks like it some form on insulation on the box though. Probably a chiller I'm guessing as the foam looks discoloured (moldy) which would indicate possible damp air passing through the foam.
