What CPU cooler should I get?

I have a mATX build with with i7 6700K (not overclocked) using the stock intel cooler. The CPU temp hits 100c under full load and quickly thermal throttles.

I’m torn between two cooler:
1. I’m thinking of getting Corsair Hydro Series H55, and one 120mm case fan for the front air intake. I already have 120mm for the back.

Or

2. Get a air cooler like BE QUIET! BK008 Pure Rock, Cooler Master Hyper 212 Evo or other air cooler with four 120mm fan for the case. Two for the front of the case, and two at the top. I already have one at the back. I'm adding more fan because the case is quiet small. So, with air cooling, I would like more air as possible. I uploaded a photo of my case. I will do some cable tidying up later.

My budget is under £50. I would like to spend less though.

Case: Aerocool QS240 Gaming M-ATX Case
CPU: i7 6700K (not overclocked)
Motherboard: ASUS MAXIMUS VIII GENE mATX
GPU: Zotac 1060 6GB Mini
Memory: HyperX Fury 16GB
PSU: Be Quiet 530W
SSD/HDD: Samsung 256GB SSD and Toshiba 2TB HDD

The Cryorig H7 would be my suggestion over the CM212 as it runs a bit quieter and cools slightly better.

So your case doesn't currently have any intake fans at the front ? That will definitely be adding to the 'heat' inside the case if so. Also spaghetti junction :p won't be helping either. No cable management in that case ? What case is it by the way ?

Hahaha spaghetti junction. I'm using Aerocool QS240 Gaming M-ATX Case. I tried it with a fan at the front but it didn't help at all.

Yeah the cables are probably blocking a lot of the airflow. Just had a quick look at your case and there isn't really much room behind the rear panel for cable management. Adding a couple of front fans and a new cpu cooler should still help though. Also a good time to get rid of any dust build up.
