what determines how many men you can have on a battlefiled RTW CPU or graphics card ?

Hi been playing rome total war for quite a while now, I notice when you play a custom battle and I want to take on say 3 armies the soldier count will go red when it reaches a certain amount, as if to say your system will run the game with lag.
I am just wondering what upgrade on my PC would allow me to choose a even higher number of men on the battlefield ??

Would most of this depend on CPU or my graphics card ?

I currently have a 3200+ CPU and 6600 graphics card.

But I am just about to upgrade to a 4400+ x2 and a x1800 graphics card so I am just wondering if I will see any diffrence regards to be able to have more armies and men to fight against ?

Can't speak with any authority as I don't know the game that well, but I'd imagine that CPU and secondly RAM are fairly important for such a setting.
 
I've got an opty 170 and a x1800xt and it still struggles with 8 armies full of peasants! Mind you 20,000 men is a lot
