What does oem mean?

"Original Equipment Manufacturer" - basically, it will have the minimum to enable a self-builder/mass-market systems producer to add the item to a system. e.g. OEM Windows consists of a disc and an activation key (or for the mass-system builders a VLK "Volume Licence Key")
OEM Graphics card will normally be a brown cardboard box with the card and possible the driver disc. If you are lucky, it may even have the adapters (DVI-VGA, DVI-HDMI etc)
 
In the case of a Graphics card it would probably mean the cards have been purchased by a company and retailed under the purchasing company's brand name. So for example 'OcUK GeForce 8800 GT'.

Thats not quite right, as the OcUK Graphics Cards are generally retail boxed branded cards, just they are the card we got the best deal on price-wise.
