What does this mean?

My girlfriend is on Keycom in her student accomodation and connects to a hole in the wall via ethernet cable.

He Mac says her ethernet is ok. She gets a message saying USG: ISP subscription failed.

I've googled this message and can't find anything. She once managed to get taken to a site with the word Madox as part of it's name (can't remember right now) It seems this company provide some sort of networking to keycom.

Sounds to me like the service is down. She's heard a few people say the service is rubbish but I'm pretty sure it's the only way to get the net in her student housing. Her airport wireless doesn't pick up anything locally.
 
It's goes to some strange message saying the number she's calling from isn't registered. It's the same message on my phone too.
 
She will more than likely have to register for the service, in doing so agreeing to terms of use, a fair use policy etc.

A quick Google reveals a service called Keysurf operated by Keycom. The Signup page asks whether you are a user at an establishment where Keycom services are available, citing "UNITE halls/accomodation where the KeyTalk / KeySurf services are provided and where you have a keycom account number/card."

The easiest solution would be to ask the relevant people — be that the people in charge of your accomodation or the IT helpdesk at the university. They are sure to know what you are supposed to do :)
