What does this mean?

I have an essay due in tomorrow and I have left it to the last minute... I was wondering if any of you guys knew what this meant:

You have been tasked to improve relationships between your enterprise and your suppliers. Currently, competitive tendering, lowest price purchasing and confrontational approaches including goods inwards inspection are practiced. Using the EFQM Excellence Model as a framework, describe how you would move towards a partnership relationship, including an analysis of what support would be required for success.

I know what "goods inwards inspection" is, but what on Earth are confrontational approaches? Other than that, I have nearly completed the essay
