What does this sign mean?

A touch confused regarding this sign:

Are they both no loading signs?

As there are cars parked all over the street so I was under the impression that the yellow sign meant that parking was not permitted during the hours stated, all other hours are fine. Having checked the highway code, the yellow sign also seems to be a no loading sign?

Am I allowed to park or not? All the other cars seem to be doing so, but I don't want a ticket

The top one is an urban clearway, no stopping sign. It means you can't park there between the times shown.

It doesn't in itself stop loading and unloading, hence the other sign.

The top yellow one means no parking, on it's own loading would be allowed, however the part below extends the prohibition to loading as well.

No you can't park outside those hours, that's why they specifically state that you can't park between 0730 and 0930.
