What does this twisty knob thing on my cooler do?

It's a hyper 212+ but it is about 7 years old now. It has a twisty thing on its mount- I assume it forces the cooler down onto the CPU but turning it left or right doesn't seem to make any difference...

The spring will prevent it from over forcing it down; however I would imagine that if you undo it completely you'll be able to remove the arms when you unfasten the 4 motherboard screws.

Yes, it's to keep the tension on the cpu block.
If the spring is fully compressed then winding it more will just put strain on the fixing points and possibly screw up your mobo.
You should have it so the spring is NOT fully compressed.

The spring is just to retain the screw in the position you set it and stop it from vibrating loose.
