what email provider has the best spam filter controls?

A family member has been plagued with unsolicited mail and wants to switch his email account to a provider that offers superior spam filter control. Any suggestions? It doesn't necessarily have to be a free account.

Plus Net seem to be very good with Spam Control I hardly get any Spam Mails

What's the user interface like? Does it let you modify the spam filtering rules. I forgot to mention, that is a requirement.

My gmail account is really good, only think i have ever had 1 email that it hasn't picked up as spam correctly and my account gets hammered from spam for some reason.

I never actully had to alter any settings but you can alter the strength of the spam filter

It gets hammered because it's gmail.
