What happened to my organize / view bar..?

Hi

I am using Vista x64 and have found that the organize / view bar, seen when using Explorer or when creating a new folder is not visible...



However if I hover my mouse over where it should be it pops down into place...



but then it will vanish again as soon as the mouse moves. As soon as I click on the Organize button the bar will minimise immediately.

I am not aware of selecting anything or making any adjustments to make it always minimise but is there a way to get it to stay visible all of the time...?

this happened to me for a couple of months

can't remember how it got fixed,sorry can't be of any help
