What inner tubes for 28mm tyres?

Just wondering which brand is best, contential, or specialized? 18-28mm
25-28?
23-28 or 28-32, which would be better suited and why ?

... with the Schawlbe (how do you spell it) I am now habitually re-seating the presta cores with ptfe tape ... they always seem to start coming undone/weeping.
