What is a council?

I've got to write a short explanation to describe what a council is to primary aged school children. Anybody know anywhere on the net that has something that could be of help to me? (tried google etc. but come up short so far).

This might help in some way, its about one of the Greater London boroughs although remember that some parts are specific to Newham and its mostly propaganda...

Also, Newham is one of the few boroughs to use the very undemocratic cabinet model of local government, designed to put the power in the hands of a single person as opposed to a group...

2. A body of people elected or appointed to serve as administrators, legislators, or advisors.
