My view of a gaming PC means:
-Decent GPU i.e something costing £150+ (and I don't mean everyone >£150 is great, I mean it will be the best in it's price bracket and cost that much)
-3GB+ RAM
-2.5GHZ C2D or better
-Flashy mouse
Arguably a case for adding 120hz+ monitor to that list but not necessarily a part of the PC per se.
Obviously the above is nothing special and incorporates people with older hardware - if I was buying a gaming PC today it would be something in line with the spec iv-tecman posted above.
