What is a good GPU fan for gtx460

Looks like I got one of those terrible Palit Gtx460 with fan blades hitting the card, unnecessarily noisy.

What is a cheap fan I could use as a replacement

Around £15 budget tops
 
Can you file the blades? It might unbalance them, but might help with the noise if you can't find a better solution.

Or put the shroud / fan screws on small o-rings to lift the fan away from the Heatsink?
 
What size is the fan?
You may be able to remove the cover / fan and replace them with an Arctic F12 TC or F9 TC fans by attaching it with zip-ties. The fan can be bigger than the fins as long as it can sit on them. Slip the temperature probe between fins and card and it will be speed controlled by the heat of GPU.

Similar to what Uncle Petey did in his Part 1: The Spectre bodge but with one fan instead of 2.
