What is a good, safe overclock for a C2D 7200?

A friend of mine is building a basic PC using a C2D 7200, MSI P45 mobo and 4gig OCUK RAM.

I've not read about these chips yet so what would people say is a safe overclock for these chips. What I'm looking for is the safe stable speed most people achieve before you have to start throwing voltage at them. He will be usng a Tuniq Tower 120 so it will be cooled nicely.

3.4ghz with low temps, up to 3.8ghz with good chips.

Sorry didnt read the voltage part.
Should do 3.0-3.2 ghz on stock volts.
