In the strictest sence, a 'network client' means a computer connected to a network that isnt the server.
Although, its a bit of an expansive term, and could mean anything as simple as the above, to something far more complex.

Could mean what's been said, but also could be (In business terms) a client i.e a company has/is going to set up a network for a company and this company is their Client. Most likely in this context to be what has already been said. Also known as "Node" if I recall correctly.
