what is going on with my 3dmark06 score

It could be a huge number of things, very difficult to lock down based off the current amount of info.
I can't imagine your cpu will be limiting it, try letting off the o/c a little, might give your ram some room to breath, or alternatively just do some actual game testing, see if the system performs in actual live testing.
If it does perform as it should in games and other programs you might use it for, editing etc, then I can't see why a score really matters.
