What is going on with my temperatures?

I have posted before asking about temp fluctuations on my 2700x but this is getting weird, now i get they fluctuate but this is confusing me. I can run cinebench or any synthetic benchmark to stress my CPU and it will top out at 58-60c. On the desktop regularly i hear my fans ramp up and the cpu is hovering around 70c. Now im running a Noctua D14 with 3 noctua fans, 140mm in the middle and 2x120m on each side, thats a beast of a cooler, not many coolers can keep up with the D14 so whats going on? it seems VERY hot for such a good cooler.......why would browsing on chrome = 70c but then benchmarks are 60c? its confusing to me.
 
sounds like what i have with my Crap gaming 7. (1800x)
By default on stock windows power profiles your CPU will not idle correctly and jump from 1000mhz to 4000mhz even though nothing going on.

Then to add to this the crap that is Gigabyte Gaming 7 will send 1.4/1.6V to the CPU. (way OTT)

only way around it is set the volts yourself/Use the AMD power profile. my chip is happy at 1.18V at 3.8Ghz on all cores 24/7

ive reported many bugs in the crap that is gigabyte bios to be told its not a bug. (including running HWINFO64 that will corrupt your bios)
Oh now thats interesting because its exactly whats happening, no applications running at all and im bouncing between 1000mhz and 4100mhz, maybe manually setting the voltage is a good idea! So you think 1.18v is good or should i set it to the default voltage first and then see if i can reduce? I cant damage my cpu/motherboard doing this can i?
 
yes.

monitor your voltage with hwmonitor and see if its doing what mine does.

do not use HWINFO. on gigabyte boards after 3 hours & a reboot it will corrupt your bios.....
