What is Gumball?

After hearing about Gumball a lot and watching a few videos of it the other day which was just , i want to know what it actually is.
So whats Gumball and is it my imagination or are they aloud to go as fast as they want on public roads?

I swear you asked that question the other day. No they can't break the law on public roads, why would they be allowed?

I dont know why it would be allowed but on the videos i saw they dont drive slow on the motor ways
