what is standard stepping for a q6700?

should my q6700 be running x8 or x9 multiplyer as standard as my one is running 9x 415 in bios it says 3.69 but in windows it reports cpu speed as 4.10 ghz! so whats the problem ?
 
The std multiplier should be 10, Windows will report the default multiplier regardless of what set in the BIOS.
 
I ran some tests with my Q6700, using a 9x multiplier vs a 10x multiplier.
This was to see if there was any advantage to having a higher FSB with the same CPU clockspeed. I can say that I didn't notice any advantage at all, not even a slight one with the 9x multiplier and the higher FSB. I would drop your FSB and change your multi to 10x to achieve the same clockspeed IMHO.
