Unless I misunderstand what you're talking about, we knew this already e.g. R7 1700 is 3.0 GHz base and 3.7 GHz boost, so it's almost never going to hit 3.7 GHz if it's loaded on more than one core (unless you clock it manually).OK couple of bits of info.
Firstly I have been told in no uncertain terms that AMD's clocks are not what they appear to be. Yesterday a competitor of OCUK put up three Ryzen rigs. One was stated to have a 1700 in in OC by 100mhz over the "given" clock and one had a 1700x and the last one had a 1800x that apparently were overclocked to exactly the same clocks AMD are specifying. When I asked some one who is under NDA what this meant he said that they had simply overclocked the two X CPUs to their full stated speed on all 8 cores.
With the FX 8320 for example the stated speed is 4ghz (correct me if I am wrong..). However, when you actually get it in your PC you soon realise that 4ghz is actually the single core speed. All 8 clock to around 3.6ghz (again, IIRC).
So, expect something similar with the Ryzen chips. I expect that the X versions basically clock higher on all 8 cores than the 1700, which you will need to overclock yourself.
And before the Intel brigade jump in... Intel do exactly the same thing.
I have a 2680 V2 8 core 16 thread ES Xeon. Its stated speed when I bought it was 3.5ghz. However, I soon found out that on all 8 it only turbos to 3.1. Yet if you go to Intel's ARK they tell you it's a 3500mhz CPU.
OK couple of bits of info.
