You don't need anything fancy for that though really, any half decent computer will handle what you want from it, just the better the PC, the faster it will make it happen.

What budget do you have?

I am also guessing that a pre-built computer is what you are after rather than building one yourself? Correct me if i'm wrong though, I built my first PC aged 13 :p (it went kinda OK... ish)

Building a PC is very easy, just like lego :D
Just take your time while building and make sure everything is plugged in, as you are 14 I have specced one that is £500, no peripherals or OS.

He would need a Sandybridge CPU if he needs to update the BIOS for Ivybridge though
