What is the button next to '1' called?

Wikipedia thinks it's a backtick ` with a logical NOT ¬ when shifted, and a broken vertical bar ¦

I call it "that key to the left of 1"

No, you are confused, as the tilde ( ~ ) on an american keyboard is in the location (to the left of '1') as the aforementioned 'back tick'. However on a Britsih Keyboard it's usually near return key.

This confused me no end when I was a n00b playing Quake for the first time reading the american docs.

Thats because ID Software are in the US, and in the US, ~ is the button next to 1 ;)
 
The tilde is used as a logical not, so no idea what ¬ is. I can't imagine it being another symbol for logical not since that's a pretty exclusive and specific symbol, why would a standard keyboard need it??
