What is the difference between these Graphics Cards?

I may be dumb but what is the difference between these two graphics cards?

All that seems to be different is the Core and Boost Clock specs. Which is the better one?

One is simply clocked higher from the factory,, if there the same price buy the o/ced one if not buy the cheaper and o/c it yourself
