What is the max filesize and length you can upload to Youtube?

I have a short clip of some recent mountain biking I would like to upload to Youtube. It's 13 mins long. I had a Google and looked to see if there were any restrictions on size for uploading to YT and some folk are saying 10 mins is the max length, is that correct?.

Also, how do I get the vid clip to show in the best quality on YT?. I'm only using Windows Movie Maker but wondered if there was an "ideal" filesize to save it as for best quality on YT?.

That makes no sense as there are 30min videos on there!
Edit: Just re-read. I think that Youtube partners get longer as this is refering to non-partners.
