What is the spec that affects screen brightness from different viewing angles?

I have a LG L1710B TFT PC monitor and want to buy a LCD HDTV next year...

This TFT is awful at contrast/brightness from different viewing angles.

For example if I look at the monitor standing up looking down it looks quite bright, when I sit down and look from lower the brightness is different and dark scenes on dvds are hard to watch.

I was just wondering if this problem occurs with LCD HDTVs...

...and what is the spec on specification details that is/are responsible for this?

Thanks just checked samsung's site...

and that image shows exactly what my TFT is like (the left screen in that image).
