What is this "encoding" people speak of?

When I last looked into this (about 6 months ago) there were a few software products that would do this but none that offer the full functionality of x264, you would not be able to have full control over number of b frames etc.

I would be interested to hear if this has now changed because encodes should be 10x faster + using video cards rather than cpu.
