What is this photoshop filter?

Hey guys,

I made a quite nice piece of graphics work a few years back and this is one of the base layers from it, and i cant remember for the life of me what the filter was that creates it!

Hoping you guys can help!

Had a play around and plastic wrap is the closest I can muster.. a few rings and dots then wrapped.
