I believe it is supposed to speed up the bodies ability to absorb glucose (and generally digest food). This means you can get the energy fix quicker.

However, a load of these are herbal and probably won't stand up against modern drugs.

Yep, especially when people don't know what it means. Carbohydrate Metabolizer has more hits on google than imparently does.

Back OT, CMs have been shown to help control blood sugar levels, but they haven't been proven to be than other diabetic treatments.
