Thinking of buying a mp3 player and i want to know how i'm going to have to encode video files for it, but on the website it has supported formats listed as...

Audio Support: MP3, WMA, IMA ADPCM, WMA DRM
Image Support: JPEG, Album Art
Video Support: Transcoded Video Format

so what is TVF and how do i convert my video's to it?

That statement won't help you one bit

Transcoding is the expression for the activity of converting one format to another ie MPEG-2 can be transcoded to AVI

You need to find out what the destination format (ie the expected format of the device) needs to be.

It will come with it's own transcoding app.
It will probably convert most video types to it's own proprietary version of MP4 when you copy them onto the device.
