What is wrong with my monitor?

A few days ago whilst watching video on my monitor, I noticed two lines running across the image near the top that, in lighter scenes, were a noticably lighter shade. These are perfectly straight and a few mm wide. They are not perceivable on darker images, but are consitently there on lighter ones:

(You can see one line here quite clearly about 1/6 the way down, and there is another slightly narrower one, less visible in this scene, a few cm above it).

I rotated the monitor 90 degrees and rotated the desktop backgroud too, and the lines stayed in the same positon on the monitor (in this case running top to bottom). I'm thinking this rules out the graphics card and suggests a monitor fault.

Has anyone seen anything like this before? Is it fixable in any way (monitor was out of warranty earlier this year, typically).
 
Make and model may be useful, have you tried the monitor on another source (if it's HDMI maybe a TV set top box or something)?

Yes, of course! It's an AOC P2450PG. Unfortunately, it only has display port in, and I don't have any other devices that have display port out to test it with. I may have to look at getting an HDMI to DP converter to test it with something else.

I wondered, though, if this was a reasonably common fault with monitors (of course, Googling for something like "horizontal bands on monitor" doesn't help too much...
