What is wrong with my WC setup?

I am running a core i7920 OC'd to 3.2GHz with a GTX295 and 6GB 1600MHz RAM.
Motherboard is ASUS P6T deluxe V2 and the case is a coolermaster cosmos.
My idle temps are 39-40C and when running intel burntest on 16 threads maximum I hit 68C.
My WC setup is Swiftech apogee GTZ CPU block, XSPC 750 BAY reservoir and pump, BLACKICE GT EXTREME 240mm RAD.
Why are my temps not lower?
What could I be doing wrong?
A decent air cooler would get be better temps.
 
I am using scythe kaze jyuni 1900RPM fans and they are drawing air from outside.
I am not using shrouds.
The rad is on the top of the coolermaster cosmos s case with the fans on the underside of the rad pulling air through the radiator fins.
What should my temps be?
How do I check for air bubbles?

I have refitted thae block and used AC4 TIM.
The best thing about this block is that it can be screwed tightly at all corners all the way.
What should my idle temps be?
 
Thanks but I though watercooling would give me far lower temps.
A decent aircooler would have given me the same if not better temps for a lot less money.
