I'm wondering what kind of computer specs people think you need to edit 4k 60fps video using Adobe Premiere Pro and Adobe Media Encoder? My current computer seems to struggle with it even though it is pretty high end. What kind of computer should I look at buying if I want to do this on a more regular basis?

Whilst this won't be the definitive answer to solve world peace.

If you are building a PC for a specific purpose, I'd recommend starting at checking out some benchmarks and performance figures for current gen CPU's in the program you are looking to use most.
I seem to remember Adobe historically favouring Intel but the recent explosion of cores will likely push chips like the 3700X and 3900X into the high level contenders due to the multi thread capability when rendering.

High RAM count is likely a given, 32GB minimum.
NVMe also should be considered especially if you go AM4, an X570 would be a no-brainer option for it's increased speeds.

I'm thinking of waiting for the new Threadripper to come out to be honest. I might not buy it but I'd hate to buy a system now and get buyers remorse when the new Threadrippers come out. I mean I currently have an Intel 7900X CPU, 64GB RAM, and Nvidia 1080Ti, an NVMe SSD, a SATA SSD and a normal HDD so its not like my system is terrible I just really need to improve that rendering time.

Your computer is certainly no slouch! Take it you aren't running stock clocks either?
I don't know Adobe software well enough but if it scales over your existing 20 cores then it should provide a good boost as you increase core count further.

If it's h264 nothing will scrub that back real time. Convert it to a lossless codec and you've got a much better chance on far more machines. Or use a proxy workflow.

I work in video production and your setup is better than anything we have in our studio. You're just impatient ;)

When you say lossless do you mean something like Apple ProRes? I know Abobe Media Encoder supports that so I assume Adobe Premiere Pro does as well.
