What kind of gpu overclocks should i go for...

Ok so i have a gtx 660 direct cuii oc edition...

Not the best gpu but im 15 so its all i could afford.
Anyways i like to overclock my pc parts to make sure i can get the best performance to price ratio.

What kind of overclock speeds and voltages etc should i over clock to, and stay around 70 - 80oc in most games.

Can't tell you the exact clocks that you should be aiming at tbh, since very chip works differently, some overclock better, some worse, some none at all.

You pretty much need to experiment with the card. Push it bit by bit, adding 10-20 each step and checking how it goes, if it crashes increase the voltages, test again, keep an eye in the temps. If you get 150-200 stable OC and the temps are still within reasonable bounds, keep it.

Without trying you won't know what the card is actually capable of, had only few cards myself, but some didn't oc at all, some oc'ed like mad, so everything depends on the chip and the cooling you got.
