Well, that's not really the case. I would say it's true to say that the overclocking capability of different boards varies, sometimes quite a lot. I assume that's what you mean, the way you phrase it makes it sound like you mean that x cpu will automatically run at y speed in v motherboard but only e speed in b motherboard ...which isn't the case.
 
And there's variation within that category, overclocking depends on the BIOS, Northbridge, Southbridge, Chipset Cooling and Phase Power Design, as well as build quality. Also board layout so you can fit whatever cooler you want.
