Although the equipment quality plays a part, I think a lot can be down to the modem firmware. Netgear units tend to work pretty well, and although I've been using Asus lately, the route to getting a stable connection has required a number of FW updates.
Also depending on what type of connection you have, the modems chipset can be important. Broadcom for example are better with the older ADSL+ lines.
