What on earth is this by my CPU?

Hi guys, quick question,

Just bought second hand components, haven't built them up yet but have seen them running fine before the seller dismantled everything.

I spotted this piece of blue transparent plastic underneath the CPU pump, it's either sandwiched in there or possibly hooked around the socket, I don't know what the heck it is.

Can you shed any light?

I think he means the piece of blue perspex under the cpu cooler, all I can think off is maybe led lighting ?

Looks like he has removed the stock Led and fitted a blue one instead to show cooler speed?

Oh gosh that's it! It's part of a thermal material applicator set... That framework stays on I guess!

This would explain why the seller didn't know what it was... he bought it pre-built from OCUK so they must have used a TIM setup like that.
