What on earth is wrong with this PC

You won't get it to POST with no CPU installed.

If it won't POST and get into the BIOS with just the CPU and 1 stick of RAM, there is something wrong with either:

The CPU
The motherboard
The RAM
The PSU

Make sure the 24-pin ATX cable and 8-pin CPU cable is connected. Also check that you've got the front panel connectors set up right. Some of them only work one way round with some cases, even though they'll plug in both ways.

Alternatively, you have a domestic wiring fault, but I would think that would cause other things plugged into the socket to have issues.
 
I'd try another PC plugged in to the same socket. If it happens with that it must be a problem with the mains.

Or try a UPS and see what that says. It will pick up on mains power problems.

I wouldn't plug another PC into the socket if I suspected it was faulty. It could potentially kill another PC.

A UPS will pick up any issue, so if the OP has/can borrow one then fair enough. Otherwise, I'd get a socket tester and make sure there isn't a wiring issue. It could be an earth fault, or a reversed cable or something else.
 
I had to remove one stick of memory as Windows refused to boot.
The memory checked out fine, a year later I found the issue was my SDD.
After it failed and I went back to using just HDD's I can now run both memory sticks again.

---------- Never mind after 12hrs it's back to BSoD when booting with two sticks of memory ---------------
