You won't get it to POST with no CPU installed.
If it won't POST and get into the BIOS with just the CPU and 1 stick of RAM, there is something wrong with either:
The CPU
The motherboard
The RAM
The PSU
Make sure the 24-pin ATX cable and 8-pin CPU cable is connected. Also check that you've got the front panel connectors set up right. Some of them only work one way round with some cases, even though they'll plug in both ways.
Alternatively, you have a domestic wiring fault, but I would think that would cause other things plugged into the socket to have issues.
