I've just noticed that on my motherboard one of my two PCI-E x16 slots only runs at x8. Apparently both conform to the PCI-E 2.0 standard. Will this second "x16" slot be able to run a decent graphics card (ie, HD4850 and above)?
 
yes, but something like a dual card will probably get a little bottlenecked by it. a PCI-E 2.0 slot at 8x is the same speed as a PCI-E 1.1 slot running at 16x.
