What program do I use to make a picture collage with music?

Its my 10 year wedding anniversary and I'd like to make a collage with music - someone said to use windows movie maker ... Im having some issues with it; it also wants me to purchase a pro version (dont mind if it will be decent).

But is this the best one to use? - I would like pictures and perhaps clips and songs - (I'm new at this so nothing too complicated please).

free or paid is fine. Well not too expensive

I'm not sure if it's exactly what you're after or how it fits your budget, but Pictures 2 EXE is pretty highly regarded for making AV's, so pictures, videos and music.
