What PWM 120/140mm fans are the best value?

Hello, Looking to replace all my crappy 3 pin fans with proper PWM fans as my motherboard (A Sabertooth 990fx) seems unable to alter the speeds of my 3 pin Sickleflows at all.

I want decent fans, static pressure isn't too important as I have extremely thin or no dust filters on most of my intakes and exhaust. What I want is the ability to run at low RPMs while producing no noise. The included fan with my CoolerMaster Hyper 212 evo(A black fan with strangely shaped blades) is PERFECT, it spins at 500rpm, keeps my heatsink nice and cool, and is very quiet even when at 1500rpm.

What fans should I be considering?

You could use a PWM converter. Mine goes down to silly slow speeds if I choose to.

140mm you can't go wrong with akasa apaches, they're quiet and PWM.

my asus z77 board runs my akasa apaches at between 500-600rpm, makes no noise, might be worth a look

I use the 80 & 92mm versions of these, you can daisy chain up to 5 of them together.
