what setting is causing this?

Got an Asus P5Q today, finally got everything setup and running how i like it

Started on my overclocking escapades but for some reason the CPU is changing speed, i thought it was that "speedstep" setting which i have turned off, but for some reason it still returns to a power saving state when idle, what setting is it?
 
Ok heres the settings (as i havent seen one or two before ill list them all so you can tell me what to turn off specificly)

C1E support
Max CPUID Value Limit
CPU TM Function
Intel virtualization tech - dont think that ones actually there though as im using an E2180 which i dont think has this capability?

come to think of it i think there the only ones that matter, as when i set the ratio the last 2 disapear off the list
 
I have a few questions too:

1. What clock speed would i need to get out of an E2180 for it to be about equal to a stock E6600?

2. Whats the best stepping (is there a best one?) for an E2180?

3. is 37oC idle and 54oC max load ok for a stock voltage E2180 @ 2.5ghz? (literally just started clocking 30minutes ago and seeing as i know these are meant to be good chips i just chucked it straight up to 2.5 as a starting point)
 
Cheers, you say 54s not to bad if its the stock cooler, sadly its an arctic freezer 7 pro thats been lapped (as has the CPU) although it was very warm in the room last night which could have contributed a few oC
