It depends entirely what she said, if she was telling him that he was a scuffy sod and to wear his uniform correctly then what's the problem, if she called him a n***** or something then there is a serious problem

Hate it when OPs get stroppy and edit out their ****-ups. Makes for less than entertaining reading if someone's not managed to quote the original before all the toys get thrown out.

On topic, sounds like your mate needs to get his act together. If the teacher commented on his looks, it's probably because he's an ugly little degenerate throwback. Good on you, teach.
